New name for an existing crime – PC (Penal Code) §288(a) was/is basically the felony of willfully touching the body of a child under the age of 14 with the intent to arouse, which comes with sentencing exposure of time in the state prison of 3, 6, or 8 years. The recent SB (Senate Bill) 1494 – merely changes PC§288(a) to now be PC§287, as well as makes all the necessary corresponding cross-reference changes throughout the penal code section.
